Parentally Placed Private School Student Evaluation for FY27 (8/24/2026)

IDEA federal regulations require that a proportionate amount of the LEAs federal funds be used to provide services to parentally placed children with disabilities in private schools within the school jurisdiction and that a report be provided to the State Department of Education. At the end of the school year, an evaluation must be submitted to the Division of Special Education that includes certain information per IDEA Section 612(a)(10(A). The information that must be maintained includes:

1. The number of children evaluated under the private-school provisions of IDEA.

2. The number of children determined to be children with disabilities (found eligible under IDEA).

3. The number of children served through the proportionate share services provided to parentally placed private school students with disabilities.

LEAs may use the IDEA Equitable Services Tracker to document data for this annual evaluation, including how IDEA reserved funds were used to provide services and whether any carryover funds are available for parentally placed private school children with disabilities.

The evaluation opened in ePlan on Aug. 24, 2026. All LEAs must submit this evaluation by Oct. 2, 2026, regardless of whether private school students are served within their district. At a minimum, the first section must be completed, describing the child find activities used to determine whether eligible parentally placed private school special education students are located within the school district. Please keep in mind that homeschooled students are classified as private school students under IDEA in the State. Child Find must include these students as well as those served by private schools.

FY26 Title II, Part A Use of Funds Survey (8/17/2026)
Under § 2104(b), the Elementary and Secondary Education Act (ESEA) requires local education agencies (LEAs) to report to the State education agency (SEAs) on how Title II funds are spent each year.
 
The Title II, Part A Use of Funds survey is submitted through ePlan. The survey will open in ePlan on Mon., Aug. 17, 2026, and must be completed and submitted by Fri., Sept. 11, 2026. Directors of Schools, Federal Programs Directors, and LEA Title II Directors all have access to submit the report. The report can be found in ePlan > Data and Information > FY26 Title II, Part A Use of Funds Survey.
Carryover and Expiring Funds Review in ePlan (8/17/2026)

The FY27 Carryover and Expiring Funds Review data and information instrument is now available in ePlan. This instrument provides an overview and acknowledgement of FY26, FY25, and FY24 grant remaining grant balances. LEAs are responsible for ensuring that funds are spent during the grant period, including meeting carryover limitations.  

Data will be provided for LEA review on the schedule below.

  • Sept. 7 

  • Sept. 14 

  • Sept. 21 

  • Sept. 28 

  • Oct. 1 (Assurance required from LEAs) 

  • Oct. 30 (Expiring Funds only) 

  • Nov. 13 (**Acknowledgment needed by Nov. 30, Expiring Funds only)

  •  Dec.1 (Expiring Funds only)

Each data load will be shown on a separate page. Most pages will be review-only and no action is needed from the LEA within the ePlan instrument. Two Acknowledgement pages require either the LEA Authorized Representative or the LEA Fiscal Representative to acknowledge that they have reviewed the data and understand the LEAs obligation requirements. LEAs must also complete an assurance that funds are obligated if the carryover requirement is not met in ePlan by Sept. 30.
