2024-25 Interscholastic Athletics Certification (11/7/2024)

Contact: LaQuisha.Oliver@tn.gov

Pursuant to Tenn. Code Ann. § 49-2-136, public schools and public charter schools are required to notify an association that regulates interscholastic athletics of an enrolled student’s placement in foster care if (a) the student expresses interest in participating in interscholastic athletics and (b) failure to notify the association of the student’s placement may result in the student being declared ineligible to participate in athletics for any period of time.

Local education agencies (LEAs) and public charter schools are required to certify compliance with Tenn. Code Ann. § 49-2-136 to the department annually by January 1. Certification is required even if a public charter school or LEA is not affiliated with an interscholastic athletic association (e.g., Tennessee Secondary School Athletic Association [TSSAA]). For certification purposes, inapplicable is equivalent to in compliance. The 2024-25 school year certification is due on January 1, 2025, and is captured via an automated ePlan form. Certification instructions for LEAs are here, and public charter school certification instructions are here.

Significant Disproportionality Determinations (10/31/2024)

Local education agency (LEA) determinations for significant disproportionality are now available for review in the FY25 LEA Document Library. LEAs identified as having a significant disproportionality that do not request an appeal will need to submit the Significant Disproportionality Acknowledgement Form by November 15, 2024.  If an LEA would like to appeal the determination, the Significant Disproportionality Appeal Form must also be submitted by November 15, 2024. Instructions for reviewing and uploading documents related to Significant Disproportionality are found here.

Comparability (10/31/2024)

Demonstrating comparability is a prerequisite for receiving Title I, Part A funds. Local educational agencies (LEAs) must perform comparability calculations annually to demonstrate that all Title I schools are comparable and make adjustments if any are not. The Comparability tool opened in ePlan under the Data and Information tab on Oct. 14 and is due on Nov. 18.

The following resources are available for LEAs:

As a reminder, LEAs must request and receive pre-approval to use one of the four alternative methods of demonstrating comparability by Nov. 8. Users with the Consolidated Director role have access to make changes to the Comparability tool. If users need this role added, please submit a User Access Form for LEAs.

2024 LEA Compliance Report (9/26/2024)

Local education agencies (LEAs) are required to comply with all federal and state education laws and State Board of Education (SBE) rules. The department is responsible for ensuring school laws and SBE rules are executed or implementing corrective action if an LEA is noncompliant with the laws and rules or is not following a department-approved compliance plan.

The LEA Compliance Report is a document used by the department in its annual process of ensuring compliance. All LEAs are required to complete the report here, including the corrective action plan template here, if applicable, and upload it to ePlan (instructions here) by
November 29.
